This vacancy is for a Intergovernmental Affairs Specialist in the Office of the Secretary, Office of Legislative and Intergovernmental Affairs (OLIA) within the Department of Commerce.
Duties
As a Intergovernmental Affairs Specialist, you will perform the following duties:
Establishes and maintains a bi-partisan network of state and local government officials, intergovernmental affairs organizations, and meetings, committee hearings, policy briefings, and information exchanges. Preparing reports and drafts communication on behalf of OLIA for signature by senior agency officials.
Assists with processing and reviewing incoming legislative and intergovernmental correspondence, providing information and assistance on requests for information and concerns from staff in state governments and local governments regarding the status of Department programs and initiatives.
Conducts research and serves as liaison to develop background data for briefing materials, correspondence, meetings, and special reports. Prepares background details, provides status reports, develops tracking charts, and drafts memoranda for OLIA.
Coordinates and monitors special projects of interest identifying issues that may cause delays or complications with project objectives, alerting the OLIA leadership to any problems that may require attention.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is defined as:
Establishing and maintaining relationships through communication and collaboration with intergovernmental, legislative and interagency stakeholders and/or partners; assisting with the preparation of memoranda and briefing materials; and gathering and maintaining intergovernmental developments.

SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for this grade level for which both education and experience are acceptable.
