This position is located in the Voice of America's (VOA), Eurasia Division. The incumbent serves as the Director of the Eurasia Division and is responsible for planning, directing and coordinating programming for direct broadcast and placement in the targeted languages using radio, television and internet.

Duties

As a Supervisory International Broadcaster (Eurasia), you will be responsible for duties to include, but are not limited to: With the Voice of America (VOA) Language Programming Directorate, and Marketing and Program Placement and Research - develops and executes content, placement, advertising and promotion strategies that extend the reach of content in the region's targeted areas - by any medium, whether delivered by broadcast, online, or mobile. Oversees production of programming and, where appropriate, digital output, that preserves VOA credibility, maximizes audience in a cost effective manner, maintains the editorial independence of VOA, complies with the VOA Charter and Journalistic Code - and that provides citizens with accurate and objective news and useful information which explains the principles of democracy and its role in building a civil society. Exercises delegated authority to oversee the overall planning, direction, and timely execution of Division program and programming through several country service chiefs and their subordinate organizational units. Consults with Program Office and U.S. Agency for Global Media (USAGM) elements on planned and completed target area research, and product placement opportunities and procedures, in making programming, media mix, promotion, and strategic planning decisions.

Requirements

  • You must be a U.S Citizen or U.S. National.
  • This is a national security position. If selected, this position requires the completion of the SF-86.
  • Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period. This position may require serving a one-year probationary period.
  • If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-15.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Screen out factor: Applicant must have fluency in both English and conversant (written/spoken/read) in one of the languages; Russian, Ukrainian, Albanian, Bosnian, Macedonia, Serbian, Armenian, Georgian. This language screen out factor MUST be listed in your resume to receive consideration. Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Managing activities of a professional staff supporting print, digital; and social media; Assessing, evaluating, or monitoring programs to ensure particular interest to the Eurasia target audience; Leading/managing a diverse staff/team of content producers and journalists in the U.S. and abroad producing multimedia content; Experience covering a variety of topics concerning Eurasian countries such as international relations, economics, culture, and socio-political development.

Education

Education is not required for this grade level. It cannot be used for qualification purpose.
