This vacancy is for a Deputy Director in the Office of the Secretary Office of Legislative and Intergovernmental Affairs (OLIA) within the Department of Commerce.

Duties

As the Deputy Director, you will perform the following duties: Represents the Department on matters of a high-level nature with staff and Members of Congress, other agencies directly involved in the programs of the Department, state and local organizations, and others. Represents the Department in the interagency process under the direction of the Assistant Secretary or the Deputy Assistant Secretary. Monitors developments, develops positions, and helps deconflict interagency action on Department work and priorities. Advises and supports the Assistant Secretary in carrying out priorities and reporting key developments. Serving as a liaison for the Assistant Secretary with the bureau legislative affairs offices and interagency process to coordinate on-going and specific assignments, and ensure specific results are obtained. Works with team members to engage with Congressional offices, state and local elected officials and their staff to address issues of relevance to the Department's mission and programs. Prepares materials and briefings for senior leadership as well as Commerce principals in advance of meetings. Studies and develops background information and policy recommendations on legislative proposals impacting the Department. Reviews proposals and drafts and gathers information from Congressional Offices about on Departmental programs; reports findings and advises the Director regarding findings. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as: Experience serving on a Congressional staff or in Congressional relations in an agency or organization that works closely with legislative and intergovernmental affairs; analyzing and evaluating policy, laws, regulations and programs, monitoring and promoting issues, and assisting in developing legislative strategies, and planning and developing testimony, briefing materials, and activities associated with Congressional consideration. Interfacing with and advising stakeholders/policymakers on matters relating to congressional and intergovernmental affairs programs and policies.
