Duties

Prepares Building and Facilities budget estimates from “zero-base” and current year base level through the formal submission state for presentation and justification before the Department of Justice, Office of Management and Budget, and the Congress. Reviews and analyzes field, Regional and Central Office budget submission materials to evaluate resource needs, determine, through program cost comparisons, the reliability of data submitted, and identifies real and potential budgetary issues and proposes alternative solutions to such issues. Responsible for the breakdown and distribution of the annual Buildings and Facilities budget. Provides resource information, guidance and recommendations to the Chief, Facilities Management, for use in the development of instruction and decision making which directly affects the economy of Facilities. operations.Develops, implements and reviews policies and procedures used in the management of Building and Facilities resources.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience with advanced management and organizational principles and practices along with a comprehensive knowledge of the Department of Justice, Bureau of Prisons and interagency planning, programming, and budgeting regulations, guidelines and processes. Experience developing staffing and funding guidance for the Building and Facilities appropriation, continually appraising and evaluating the utilization of resources to ensure program goals and objectives are being accomplished. Experience developing, recommending and implementing budgetary policies to accomplish the national programs and objectives of the Bureau of Prisons. Experience with the Department of Justice and Federal budget process, including knowledge of the Congressional budget process; and an understanding of Office of Management and Budget and Treasury Department policies, directives and regulations governing the acquisition and use of Federal funds. Experience with performing reviews and guidance of appropriations progress/status updated through obligations and expenditure reports/construction work progress reports and developing and recommending necessary reprogramming actions within available funds or supplemental requests. Experience developing and presenting national training budget topics including Cost Center procedures, credit card reconciliation and travel regulations and procedures to all levels of bureau staff. If applicable, credit will be given for paid and unpaid experience.
