The purpose of this position is to perform administrative and program analysis work and ensure program compliance for Veterans in the Caregiver Support Program (CSP). The Caregiver Support Program (CSP) is one of the Veterans Health Administration's (VHA) most rapidly growing service areas, as a result of infrastructure modernization, programming innovation, and expansion of population-served by the Program of Comprehensive Assistance for Family Caregivers (PCAFC) under the MISSION Act.
Duties
Major duties for this position may include, but are not limited to:
Daily communication with the Caregiver Support Program Veterans/Caregivers, families, significant others, related VA clinical and administrative staff and VA approved providers.
Frequent telephone and in person contact with a variety of individuals at all levels within the medical center and community as well as, all other civilian program agencies.
Establish a good rapport with several different populations is essential to providing care to our Veterans.
Exercise a high degree of coordinating ability and utilize the utmost tact, poise, and diplomacy in dealings within and outside the facility.
Accepts CSP telephone calls from patients, family members, caregivers, CSP staff in the field, other VA staff, Congressional Officers, and/or community agency staff, regarding program inquiries, patient care concerns, etc.
Obtains as much information as possible, provides information and resolves problems independently when possible, prioritizes, and makes decisions regarding caller referral based on specific caller needs.
Ensures timely clinical response to patients/callers that potentially have an emergent or urgent care need through prompt identification of the problem and appropriate clinical referral while exercising mature judgement and diplomacy.
Prepares reports using database, to collect, compile, analyze and present data regarding the integrity of the program.
Works independently on ongoing projects and continually updates and analyzes records for providing accurate and timely information upon request.
Assists in the preparation of data analysis, assists with performance improvement assessments to monitor cases and improve the continuity of services provided; assists in tracking internal reviews, action items and suspense's, quality measures, and the efficiency of the CSP.
Handles numerous requests for information such as status of reports, suspense dates, etc. for matters requiring compliance and similar information on behalf of the CSP PM.
Processes all incoming correspondence, faxes and action documents; obtains hard copy patient records from VA Health Information Management Section or from the private sector; and prepares and coordinates correspondence for the CSP and Clinical Eligibility Appeal Team (CEAT), congressional inquiries, and other national suspense's, inquiries and actions.
Research and assemble background information about incoming correspondence prior to expediting referrals.
Maintains and posts time and attendance reports for CSP staff using the automated system and in accordance with established procedures; maintains leave calendar; and posts projected leave to the calendar.
Assists the team to ensure the secure transmission and receipt of documents needed to make eligibility, tier level, discharge, and appeal determinations for the PCAFC to comply with VHA privacy rules.
Protects data from unauthorized release of from loss, alteration, or unauthorized deletion. Follow applicable regulations and instructions regarding access agreement that the employee signs.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05.
For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Protecting personal, private, controlled unclassified, or proprietary information; scheduling appointments; collecting, compiling, and tracking of data and statistical information; preparing administrative and professional memoranda, forms and correspondence; and performing timekeeping duties. (This experience must be supported by your resume to be creditable.).
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing PCAFC applications, assisting with action items and the implementation of new processes; scheduling appointments; advanced knowledge of and experience with computers, collecting, compiling, and tracking of data and statistical information; preparing administrative and professional memoranda, forms and correspondence; and performing timekeeping duties, excellent oral and written communication skills, experience in working with a military veteran population within a medical/psychiatric environment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do work. However, there may be some walking, standing, bending, carrying, of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work. Physical demands require walking, standing, bending, lifting, stooping to retrieve files/ supplies, and sitting at a desk.
