Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Demonstrated ability to comprehend complex public policy problems. Sufficient knowledge and analytical ability to appraise draft documents for both content and regulatory intent and effectiveness. The ability to maintain an awareness and understanding of current and evolving regulatory policies and Commission views on nuclear regulatory issues is indispensable. Ability to quickly gain knowledge of NRC programs and procedures, agency organization and functions, and delegations of authority sufficient to analyze directives for policy consistency and to avoid conflicts of authority. Knowledge of the role and application of directives throughout the Federal Government, sufficient to advise NRC officials, appraise NRC directives, and evaluate the adequacy and appropriateness of directives content.
(Examples may include specific work experience, training, and accomplishments that demonstrate your knowledge of and ability to analyze high level documents for adherence to and consistency with NRC and Federal Government policies and guidance; examples of collaboration on the development of agency documents; instances when you advised on both the substance and the format of documents; presentations you gave with information about a program or procedure to staff at all levels; and examples of times when you mentored less experienced staff)2. Demonstrated experience, expertise, and competence in writing clear and concise text to communicate technically complex concepts, policy, procedures, and ideas with significant policy implications. Experience in editing and proofreading documents dealing with technical, policy, and program issues. Excellent interpersonal communication skills. Ability to convey complex information in conversation, meetings, and formal briefings. Capability and experience in effectively presenting such material to management. Ability to work effectively with staff at all levels of the agency. Skill in using logic and persuasion to build consensus among offices for recommended changes in directives or alternative approaches to address program issues included in directives. This requires sensitivity to differing professional and technical perspectives, strong analytical skills, and tact.
(Examples of writing and editing proficiency may include specific work experience, education, and training that demonstrate your knowledge of proper grammar, spelling, and punctuation; specific work experience that requires you to apply your knowledge of the appropriate editorial style guides; your role in assuring that outgoing documents are correct and in the proper format; and the type of documents you routinely review; specific work experience where you have led a team on a project with a defined deadline; high-profile documents you have worked on; and training and developmental assignments that demonstrate your ability to apply policies and practices pertaining to publication procedures. Demonstrated organizational ability, commitment to quality, and attention to detail sufficient to support management of a complex, high-profile agency program. Ability to identify program-related problems and issues, determine relative priorities, develop definitive alternatives, and focus quickly on possible solutions. Ability to independently prioritize multiple assignments and work efficiently and effectively under pressure.

4. Demonstrated skill in using personal computers. Ability to provide enhanced information technology program support by learning and applying advanced functions of office productivity and Web-based software, devising new applications for program support software, and developing and maintaining program web sites. Knowledge of contract administration to serve as project officer, develop Statements of Work, manage procurement activities, and monitor contractor performance.

SPECIALIZED EXPERIENCE is defined as experience in identifying and implementing innovations and process improvements; working collaboratively with a broad spectrum of staff with varying skills, expertise, and knowledge; applying analytical and problem-solving skills; using strong communication skills (oral and written); using Excel, SharePoint, Microsoft Office Suite, and Acrobat; and writing, editing, and reviewing documents.
