About the Position: The incumbent will establish policies in support of the Defense Health Care Agency (DHA) health care facilities as well as non-DHA activities which receive medical (Class VIII) supplies and equipment acquisition and management support from the Branch.

Duties

Find ways to improve production or increase the quality of the work directed. Manage multiple contracts and Contracting Officer Representative (COR) for the medical center. Supervise full time Federal employees in the daily operations of the section.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Pre-Employment physical is required.
  • This position has been designated "Mission Essential".
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Incumbent is required to work after hours; perform on call duties on a rotational basis for evening, nights, week-ends and holidays.

Specialized Experience: One year of specialized experience which includes maintaining the Installation Medical Supply Account (IMSA) purchasing and contracting cell, assisting a supervisor with the planning of work to be accomplished by subordinates, analyze specific issues, identify recurring problems, analyze regulatory changes, and develops implementing procedures, and provides advice within the branch. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Logistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementFinancial ManagementInventory ManagementLeadershipQuality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
