This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Utilizes a full range of warehousing activities to oversee multiple product lines. Operates material moving equipment/vehicles up to 5-ton capacity (forklifts, manual and mechanized pallet jacks, side-loaders, tugs, etc.) inside the warehouse to transport personnel, articles, and materials throughout the installation/public roads. Execute routine operator maintenance on vehicles and equipment used. Receives material in and ships material out within the operating systems. Performs one or more of the following tasks: assigned bin or bulk area, receiving, shipping, consolidation, inventory, tool room, rigging equipment, and laundry operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent to obtain and maintain a Material Handling Equipment (MHE) License.
  • This position may be required to use OSHA protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields and be able to wear chemical protective masks, gloves, and other associated equipment

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Motor Vehicle Operator (Forklift Operator) without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normally includes: Operating special shop equipment to avoid overloading of supplies; Drive motor vehicles up to 26,000 pounds to transport various cargo; Verify material identification, contents and physical characteristics to ensure proper receipt identity; Use automated equipment such as scanners, computer terminals, and keyboards to develop computerized inventory data. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Moderate physical effort in operating and controlling vehicles and in operating hand and foot controls while driving, turning, starting, and stopping the forklift truck and raising, lowering, and tilting the loads being moved. May involve standing, stooping, bending, and reaching, and work in a tiring and sometimes uncomfortable positions. May lift objects weighing 70 pounds. Rigging workers frequently lift and carry moderately heavy objects such as cables, chains, and jacks. They continually reach, bend, stoop, push, and pull while attaching rigging to the object to be moved. They frequently use their entire body weight to push or pull suspended loads, chain falls, or load tag lines while moving objects into desired positions. They stand and walk for prolonged periods of time, and frequently climb on platforms or other structures to signal the crane operator. Laundry operators, required standing and walking on hard surfaces with some bending, lifting and carrying of items weighing up to 50 pounds, e.g., pulling wet laundry from washer, pushing heavy carts, and lifting bundles of laundry. Laundry operators are exposed to the possibility of bruises from moving carts or falls on wet floors in the washing area. Heavy physical tasks for long periods, e.g., pulling wet laundry from washer, pushing heavy carts, and lifting bundles weighing over 23 kilograms (50 pounds). They stand and walk continuously on concrete floors. WORKING CONDITIONS: Vehicles and/or equipment are operated on installation. Work is done inside or outside in areas that may be hot, noisy, damp, cold, drafty, or poorly lighted. Normally works inside in areas that are sometimes damp and drafty. Occasionally works outside in all kinds of weather. Cuts, bruises, back injuries and broken bones may result from shifting loads, toppling stacks, overturning fork lift trucks, falling objects, or accidents with moving equipment, or from handling machined parts. May be subject to cuts and burns from handling sharp or hot metal items or injury from flying metal chips and abrasive particles. May be exposed to dust, dirt, grease and solvents and exposure to toxins or chemical fumes. Required to wear protective glasses and shoes in shop area. Frequently exposed to serious injury from swinging loads, breaking slings, and falling objects. Various protective devices such as hard hats, safety shoes, and gloves are used to minimize these conditions.
