You will serve as a MANPOWER MANAGEMENT SPECIALIST in the Manpower Division of MARINE CORPS BASE QUANTICO.
Duties
You will provide guidance and instruction to senior managers, supervisors and Human Resource (HR) liaisons within MCCDC and MCBQ concerning staffing and civilian personnel management.
You will assist in accurately maintaining the Civilian Manpower database, an internal database used to account for all positions, vacancies, employees and funding data, and tracking all RPA's prepared within MCCDC and MCBQ.
You will be responsible for advising managers, supervisors and Human Resource (HR) liaisons on requirements and procedures to fill positions and process changes to personnel records.
You will prepare and initiate RPA', review RPA's received for accuracy, verify required attachments are present and complete to ensure they are in compliance with the current approved structure.
You will assist and advise selecting officials on the use of various methods and systems used to advertise vacancies and make selections.
You will assist and advise on the proper methods to interview and select new employees and use of recruitment incentives.
Requirements

- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance and technical support in manpower management/human resources to personnel AND process employee personnel actions.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-04) or pay band in the Federal service or equivalent experience in the private or public sector. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07
Completed 1 full year of graduate level education
or
Completed a bachelor's degree with superior academic achievement
