The primary purpose of this position is to LOGISTICS MANAGEMENT SPECIALIST GS-0346-11, is to serve as a logistics management specialist in support of acquisition phases of assigned systems, programs, or major equipment.

Duties

Integrated Logistics Support (ILS) responsibilities for special design and commercial military spares and Major Items. Assist project/program managers with development of assessment criteria. Serve as technical advisor on contracts. Serve as representative and spokesperson in communicating acquisition logistics program matters. Provide continuing liaison with technical specialists such as engineers, supply and maintenance specialists, technical data experts, project managers, training specialists, and others whose participation is vital to the overall success of the ILS plan.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of logistics management and Integrated Logistics Support (ILS) planning and execution; knowledge of systems design along with familiarity of specifications and understanding of maintenance requirements during acquisition and other stages of a system project, system life cycle concepts and design as they apply to system research, development, acquisition, and production; and analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve ILS plans, and in developing and modifying work methods. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants must havesuccessfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. NOTE: You must submit a copy of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have an equivalent combination of successfully completed qualifying education and experience that may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., may be used to qualify applicants for the GS-11 level. NOTE: You must submit a copy of official college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. 2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. 3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. 4. Knowledge of contractual processes, procedures, and technical requirements 5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
