About the Position: As a senior manpower resource analyst, act as primary point of contact responsible for the Headquarters element manpower and work year management.
Duties
Monitor plans of agencies for allocation and prioritization of peacetime and mobilization manpower resources.
Perform work year analyses of manpower program requirements and for review, analysis and evaluation of manpower utilization as contained in Army civilian pay accountability systems.
Implement manpower resourcing guidance in accordance with Army Regulation 570-4 and in conjunction with the Planning, Programming, Budgeting and Execution Systems processes.
Prepare manpower policy, letters of instruction, and establishes procedures for the OA22 manpower management program.
Serve on long-term task forces, Army-wide functional evaluation teams, and Force Development working groups which shape the Army's long-range and 15-years plans, regulations, and policies.
Conduct fact-gathering, analysis of courses of action, development of rationale to support conclusions, preparation of recommendations and coordination with other staff agencies prior to submitting recommendations for approval/carrying out actions.

- Must be able to obtain and maintain a Secret security clearance.
- Business travel may be up to 5 %.

GS-11: Specialized Experience: One year of specialized experience which includes implementing manpower resourcing guidance; tracking criteria to evaluate the effectiveness of program plans; and assisting in the retrieval and organization of manpower data from identified sources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS 12: Specialized Experience: One year of specialized experience which includes refining or developing methods and procedures for organizational effectiveness; coordinating manpower adjustments; monitoring plans for allocation of manpower resources; and retrieving and/or analyzing manpower data related to authorizations, work years, and/or execution/utilization from sources such as, FMSWeb, cPROBE, GFEBS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS 13: Specialized Experience: One year of specialized experience which includes coordinating manpower policy and/or guidance in support of a manpower program; planning and programming force structure; conducting analysis of courses of action; and retrieving and/or analyzing manpower data related to authorizations, work years, and/or execution/utilization from sources such as, FMSWeb, cPROBE, GFEBS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
