The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months.

Duties

DUTY 1: Performs Career Broadening assignments/duties; Assists the Division Chief, Civil Law and Policy Division (AF/JACP), and/or designated supervisor in carrying out responsibilities in matters pertaining to the organization, administration, personnel, and functions of the Department of the Air Force to include government ethics, fiscal law, constitutional law, installation law, administrative law, military and civilian personnel law, medical law, Privacy Act and Freedom of Information Act (FOIA). Provides legal and policy advice, counsel, and opinions to the Chief, Civil Law and Policy Division and/or designated supervisor on legal and policy issues related to these areas of expertise. Also contributes to and on occasion provides legal and policy advice, counsel, and opinions to the Air and Space Force Staffs. Is consulted by headquarters officials as well as Major Command, Field Command and base-level personnel for legal and policy guidance and subject matter expertise. Advice may be given orally or contained in written opinions depending on the circumstances. With limited supervision, develops solutions to problems involving legal, factual and political questions, which are novel in nature and with little analogous precedent and which require a high degree of original and creative legal endeavor. DUTY 2: In a Career Broadening capacity, provides support and assistance with problems relating to the functional areas assigned. Responsible for discrete projects and initiatives to support the Civil Law and Litigation Directorate and The Judge Advocate General's Office. Attends meetings with peers and, on occasion, officials from Department of Defense, Department of Justice, other government agencies on matters relating to Directorate programs. Maintainsliaison with subject matter legal and policy experts in other military departments and government agencies, and works with minimal supervision on resolving mutual problems, and coordinating legal actions and policies pertaining to missions or priorities.

  • Mobility is a condition of employment; employee must sign an Air Force-wide mobility agreement.
  • Incumbent must be able to obtain and maintain the security clearance level appropriate for the position.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidate brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to work other than normal duty hours, which may include evenings, weekends and holidays.

  • This is a formal Attorney-Adviser (General) Career Broadening position, assignment duration is limited to 36 months.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable laws, regulations, and policies pertaining to the specialized areas of legal practice, as determined by The Judge Advocate General or Deputy. Knowledge and the ability to apply knowledge of the law to help achieve DAF policy and programmatic objectives. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions and writing legal opinions and memoranda. Skill in various research methodologies, including computer-assisted technologies. Ability to perform communication methodologies and staffing processes peculiar to the legal profession and the DAF. Ability to communicate complex legal issues and theories effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
