You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT/FIAR OFFICE of NAVAL INFORMATION FORCES.
Duties
You will assist in the formulation of budget and estimates to support plans, programs and activities.
You will review and evaluate budget requests, control and reporting of obligations and expenditures.
You will perform specialized work involving managerial or administrative work in connection with accounting systems, analytical forecasting and interpretive functions.
You will perform work tracking and controlling of funds for special programs.
You will research guides to locate accounting, budgetary and financial information.
You will develop, determine, and interpret budgetary policies and practices.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 or 2 certified position per National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the Information FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing financial management rules, regulations, and procedures as detailed in Department of Defense Financial Management Regulations (DOD FMR).
Experience providing payroll policy and procedural interpretation.
Experience performing analysis of headquarters labor and serves as liaison between budget execution and budget formulation.
Experience maintaining and executing assigned current year Headquarters programs.
Experience utilizing financial management systems (i.e., Work Year and Personnel Cost Reporting (WYPC), Standard Accounting, Budgeting, and Reporting System (SABRS), Defense Civilian Personnel System (DCPS), Standard Labor Data Collection and Distribution Application (SLDCADA), etc.) to ensure accuracy and reconcile any discrepancies.
Experience reconciling labor execution reports.
Experience developing, determining, and interpreting budgetary policies and practices.
Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.

To qualify for the Information FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing labor corrections utilizing various civilian personnel reports.
Experience researching and clearing labor errors.
Experience with Human Resources database such as HRLink.
Experience reconciling labor execution reports.
Experience controlling and reporting obligations and expenditures.
Experience identifying systematic pay problems and providing resolutions.

There are no educational substitutions for specialized experience for GS-12.
GS-11
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related to this position being filled.
