About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Combat Capabilities Development Command (DEVCOM) Chemical and Biological Center (CBC) G-2.
Duties
Perform intelligence analysis and assessment in support of the munition’s lifecycle activities, assets, and processes.
Participate in continuing analysis of the general production and dissemination of intelligence data. Duties performed in intelligence support to the material acquisition process and science and technology base research and development.
Prepare System Threat Assessment Reports, System Threat Assessments, Integrated Program Summary threat statements, and Threat Test Support Packages for developmental tests.
Identify and recommend requirements (including sensitive compartmented information) for inclusion in the center's Statement of Intelligence Interest (SII) as relates to Research, Development, Test and Evaluation acquisition programs.
Review for pertinence, evaluate for validity, and analyze scientific, technical, operational, and threat intelligence report to assess their application to the CBC science and technology-base program and acquisition projects.
Identify and recommend appropriate items for dissemination to scientists, engineers, product developers, and material developers/supporting contractors.
Prepare items for inclusion in the CBC Foreign Intelligence Officer (FIO's) periodic intelligence and threat updates, or other mediums of dissemination.
Prepare studies and/or briefings on foreign systems and technologies which have potential threat implications for Army and Joint Service systems.
Ensure material developers are kept cognizant of the latest foreign developments and that such intelligence is routinely considered at key milestones in the material development and acquisition cycle.
Participate in Threat Coordinating Group, Threat Working Group, Countermeasure Working Groups, and other meetings to identify and/or evaluate developmental systems or technologies.
Maintain a level of expertise on a variety of automated data processing (ADP) systems; especially those associated with classified intelligence and security data (JWICS, INTELINK and INTELINK-S).
Perform specific data searches and prepares documents to support customers, and the Senior Intelligence Officer.
Prepare Intelligence Production requirements designed to generate national level intelligence collection and production responsive to material acquisition and science and technology base concerns.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of intelligence threat support processes and implications as demonstrated by performance of the following: (1) reviewing, analyzing, or evaluating large sets of all-source intelligence; and, (2) assessing current and projected threat capabilities to produce threat documents or portions of intelligence reports, documents, briefings, and/or instructions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
