The primary purpose of this position is to serve as the technical manager and to provide complete and timely worldwide technical support for aircraft electronic accessories, flight control systems, power and control systems, electrical, battery and lighting systems, and their ancillary support equipment in the Air Force Inventory.

Duties

Furnishes worldwide technical advice and assistance on assigned equipment to using command personnel, procurement activities, systems managers and maintenance activities. Provides oversight of the Production Quality Deficiency Reporting process on specified equipment. Elevates reports as well as develops and processes modifications of specified equipment. Provides logistics support and assistance during provisioning/procurement of assigned equipment. Conducts logistic support studies, plans future modification requirements, and ensures that procurement actions comply with applicable directives.

  • The duty location for this position is, TINKER AFB / OKLAHOMA, however this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing basic support for aerospace electronic, electrical, airframe accessories, systems, parts and components and assists with technical support during procurement, maintenance, and disposal phases; developing information by analyzing technical data, test results, deficiency reports, and examination of equipment; and evaluating reports to develop and process modifications for complex equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph. D. or equivalent Doctoral Degree; completed 3 full years of progressively higher level graduate education leading to such a degree LL. M. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-graduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific electronic systems and equipment and skill in applying this knowledge to difficult and complex assignments. 2. Skill in identifying and analyzing complex technical electronic problems with aircraft electronic systems using engineering drawings, technical manuals and other technical data to develop innovative solutions. 3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians. 4. Skill in developing interpersonal relationships, maintaining good working relationships and work as a team member. 5. Knowledge of and skill in Total Quality principles including ISO 9000 principles, practices, methods, and procedures. 6. Ability to gather, plan, organize, and reprioritize work to meet changing deadlines. 7. Ability to communicate well both orally and in writing and to communicate proper maintenance instructions of assigned systems/equipment to lower graded equipment specialist and higher management. 8. Knowledge of and proficient skill in a wide variety of Windows based applications, specifically Microsoft Office applications to include Access. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
