You will serve as a PROGRAM ANALYST in the Business Directorate of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will use complex analytical techniques to create dashboards, pivot tables, cost/benefit analysis, and evaluative analysis of financial management reports and extract data from a wide variety of sources.
You will prepare and present graphs, pivot tables, and narratives in addition to presenting recommendations and conclusions based upon analysis and evaluations in such form and manner that is useful to decision makers.
You will review, analyze, edit, and consolidate budget submissions and data calls.
You will design and develop reports that translate data into useful information tailored to audiences with varying levels of understanding of financial reports and budget execution.
You will perform in-depth, detailed analysis on all aspects related to budget, execution, and affordability of workforce; gather information, identify and analyze shortfall issues, and develop recommendations to mitigate shortfalls.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Serving as an expert on Navy budget formulation regulations, policies, procedures, precedent decisions, practices, methods, and processes in order to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives of assigned funds;
2) Analyzing budget execution policies, processes, and practices in order to develop, implement, and advise on organization policies and controls for the obligation and expenditure of funds;
3) Performing a wide variety of analytical studies and projects related to management and productivity improvement, management controls, and long-range planning; and
4) Utilizing quantitative and qualitative techniques for measuring effectiveness, efficiency, and productivity of assignments by using standard office software involving spreadsheets, graphics, project management, collaboration tools, scheduling software, databases and word processing.
