Duties

Serves as an authority and point of contact (POC) for a segment of the activities associated with the overall Army audit program. Develops, coordinates, oversees, and/or manages various Army audit readiness project plans and the integrated master schedule to ensure successful, timely completion of all associated tasks. Provides expertise and guidance to Army commands concerning the execution of assigned audit response functions. Oversee auditor on-boarding and communication protocols; initiates and monitors auditor training, which may be required at various stages of the audit responsiveness, and informs management of progress and/or any emerging issues. Identifies and assesses any gaps in quality and completeness of supporting documentation and initiates corresponding control improvements. Advises and instructs employees on both technical and administrative matters associated with the work of the unit.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Basic Requirement: This position has a positive education requirement. Applicants must meet the basic educations requirements in order to be found minimally qualified for the position. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as experience with executing expert-level accounting, finance, audit and/or reporting operations, providing management advice and assistance to stakeholders in the application of audit and accounting theories, concepts, principles and standards to independently identify and negotiate solutions to the most complex issues related to reimbursable and intergovernmental operational accounting and finance work, specifically in the area of reimbursable accounting. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-14 grade level.
