The primary purpose of this position is to serve as Air Force Reserve Commands Senior Military Personnel Appropriation (MPA) Man-Day program manager for Agile Combat Support Forces to include all subordinate AFR DRUs, NAFs, wings, and HQ RIO. Formulates and recommends command policy; directs coordinates the work activities of subordinate personnel.
Duties
Duty 1: Serves as the subject matter expert for all aspects of MPA Man-Day tour program for the Air Force Reserve's Agile Combat Support (ACS) Forces.
Duty 2: Provides commander and key staff advice, assistance, and direction on all military and civilian personnel functions pertinent to specific responsibilities of the Force Generation Center (FGC).
Duty 3: Monitors Active Component Man-Day Allocation System (M4S) activity to ensure proper use of man-days in accordance with laws, regulations and policies for all Air Force Reserve Agile Combat Support Forces. Conducts regular audits to ensure compliance and execution of such use.
Duty 4: Represents HQ AF C/FGC to a variety of installation and functional area organizations. Performs in special and recurring projects, initiatives and presentations. Leads and/or participates in discussions, meetings, conferences, committees, or special projects.
Duty 5: Exercises supervisory personnel management responsibilities.
Requirements
- The work is predominately performed in an office setting with adequate lighting, heat, and ventilation. The work
involves everyday risks or discomforts that require normal safety precautions.

- This is an AFR key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
- Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
- Employee must be able to obtain and maintain a secret security clearance.
- Work may occasionally require travel away from the normal duty station for training or other purposes. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
- The work is sedentary. Typically, the employee may sit comfortably to do the work.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of a range of management, planning, and measurement concepts, principles, practices and methodologies currently in use by the Air Force, DoD, and private industry. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations. Provides staff advisory guidance and technical assistance to commanders and management officials requiring or requesting access or utilization of information contained in military and civilian personnel, logistics, financial, and operations data systems. Conducts routine audits to ensure proper execution of MPA mandays by AFRC forces through coordination with MAJCOM MMOs and HAF/A1M.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of military command structure, missions, programs, and organizational relationships plus a knowledge of quantitative and qualitative methods and techniques to develop policies and procedures for implementing program functions and objectives. Knowledge of HR processes sufficient to relate military personnel issues to overall HR management processes. Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command reserve program operations and Air Expeditionary Forces (AEF), in addition to knowledge of the MPA pertinent laws, regulations, policies, and precedents which affect he use of program and related support resources, e.g. personnel and funds.
2. Knowledge of policies, procedures, and data systems pertaining to military personnel management, financial management, management information systems, human relations education and military equal opportunity treatment.
3. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity.
4. Skill and ability to communicate in oral and written form for the purpose of working effectively with civilian and military personnel at the highest command levels to include SAF/MR, USAF, COCOMs, NGB, HQ AFRC and other MAJCOMS. To prepare and deliver briefings, lead discussions, conduct meetings and seminars, and to prepare project and staff reports. Needs ability to persuade and motivate key management personnel to make major changes in policy and procedures.
5. Ability to supervise, appraise, plan, organize, and direct the work of subordinate employees, and to coordinate the efforts of command level programs. Ability to lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve resources and require changes in established concepts and procedures.
6. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
