Duties

Analyzes system failures to isolate the source of problems between assigned systems software components. Develops temporary or permanent fixes, documents problems and refers problems to appropriate development activity for resolution. Implements changes by performing such tasks as setting up operational procedures. Trains personnel and responsible for the management and use of all automated systems. Coordinates and oversees telecommunication support requests through supporting activities. Ensures automated systems are protected and controlled to prevent the occurrence of fraud, waste, and abuse, sabotage and loss of Government owned equipment. Prepares studies and other papers in assigned area and briefs and trains a wide range of audiences which may include top management when required. Conducts studies and performs research independently or together with other information technology specialists. Evaluates the potential impact of new technologies on current systems and policies and provides or recommends solution. Coordinates across ACC, AMC, DA, and DoD to establish and/or maintain automated integration procedures with various systems to facilitate the acquisition and exchange of information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 10% of the time.
  • One year trial period may be required.
  • This is a Term position scheduled to last 3 years. This term position may be extended to a maximum of six years depending upon the needs of management and may be made permanent without further competition.
  • Incumbent is required to satisfactorily complete the appropriate IAM II training and obtain the required certification for this position as outlined in DoD Pub 8140 within six months of being assigned.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirements (IOR): Applicant must have IT-related experience that demonstrates each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the IOR requirements above, you must meet the Specialized Requirements below. Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1). Analyzing system failures to isolate the source of problems between assigned systems software components; 2). Implementing IT policy and security measures to ensure information technology program(s) meet organization standards; 3). Providing customer training and support for business systems, technical help desk activities, as well as support to service design and service transition processes; and 4). Briefing management on evolving technology vulnerabilities to determine or meet Information Technology requirements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11).
