DCSA's Office of CFO is seeking a Financial Management Analyst to serve as the Action Officer for the Planning, Programming, Budgeting and Execution System. As such you will help formulate budget requirements for agency budget submissions to OSD, to include the Program Objective Memorandum and the Budget Estimate Submission. This is an opportunity for those with knowledge of the Congressional Authorization and Appropriations process to interpret Congressional guidance in the Appropriation Laws.

Duties

As a FINANCIAL MANAGEMENT ANALYST you will be responsible for the following duties: - Helps formulate headquarters budget requirements for agency budget submissions to OSD, to include the Program Objective Memorandum and the Budget Estimate Submission. - Recommends performance measures in conjunction with the Government Performance and Results Act (GPRA). - Develops methods to determine resource needs, makes recommendations, and coordinates with the DSS Comptroller, in regard to the distribution of resources on an agency-wide basis. - Analyzes and helps forecast the impact on headquarters staff elements of proposed and final legislation and OSD directives, policies, regulations, procedures and other guidance, and determines their fiscal effect on HQ/DSS. - Adapts broad fiscal directives, policies and regulations for implementation within Headquarters. - Provides authoritative financial advice to all levels of management on matters concerning the implementation of the HQ staff elements within DSS. - Oversees contract execution and management in accordance to the Defense Federal Acquisition Regulation (DFAR) and the Federal Acquisition Regulation (FAR).

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience utilizing the Planning, Programming, Budgeting, and Execution System; Reviewing, monitoring, and assessing the financial impact of implemented policies and practices; Experience utilizing the Government Performance and Results Act (GPRA) in the performance of duties; Providing senior management with objectively based information for making decisions of financial matters. Specifically you will be evaluated on the following competencies: 1. Concepts, Policies, and Principles of Finance: Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 2. Financial Management Analysis: Analyze, evaluate and review budget and program issues, and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations. 3. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions. 4. Decision Support: Conduct financial, economic and/or accounting analysis in order to make decisions, or provide information to decision-makers, to better utilize resources and improve mission effectiveness.

Substitution of education may not be used in lieu of specialized experience for this grade level.
