Duties
You will analyze traditional media coverage and digital media content from communication campaigns using approved methods with scientific rigor and measure its impact.
You will prepare reports for leadership that includes assessment findings, impacts, effectiveness of campaign, and recommendations on tactics and strategies for future campaigns.
You will evaluate the public affairs impact of pending decisions and recommendations about the structure of public affairs support for military and joint operations.
You will execute the staff records management program to include ensuring N01PA creates, maintains, manages and properly disposes of records that document the Department's transaction of business and mission in wartime and peacetime.
You will follow proper procedures to meet legal and doctrinal requirements for official correspondence within the staff and among all external staffs and non-governmental entities.
You will develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services.

Qualifications
This position supports the Public Affairs & Outreach directorate (N01PA) at U.S. Pacific Fleet Headquarters. Responsibilities include but are not limited to: applying analytical and evaluative methods and techniques to execute an effective media content analysis program for this operational fleet command. Candidates will assess communication campaigns and measure their impact by analyzing traditional media coverage and digital media content using approved methods with scientific rigor. They will also work with other Public Affairs staff to draft SMART (Specific, Measurable, Attainable, Relevant and Timely) objectives for their campaigns to help ensure the plans are assessable.
The purpose of the work is to ensure fleet communication efforts are reviewed, analyzed and assessed so leaders can see the efficiency and effectiveness of public affairs campaigns, and adjust messaging and audiences as required.
Assignments require skill in conducting detailed analyses of complex public relations theory, functions and work processes, including understanding the range of military assistance, outreach and other programs that can be used to develop positive relationships with other countries.
Applicant must be proficient in the Microsoft Office suite of applications and be an articulate communicator. Candidates should be comfortable working under supervision and/or independently, as well as in virtual and in-person teams.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating media communications campaigns to develop or recommend tactics and strategies for the efficiency and effectiveness of fleet public affairs programs.
