You will serve as a PROGRAM ANALYST in the Program Office for Strategic and Theater Sealift (PMS 385) of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will initiate preparation and reviews of specifications, drawings as applicable, and modifications thereto; developing the procurement plan for acquisition, design and production of EPF and EMS ships.
You will develop the procurement plan for acquisition, design and production of EPF and EMS ships.
You will review the list of Government Furnished Material (GFM) recommended for installation, material, systems, equipment and components are developed, procured, tested and delivered in accordance with approved EPF and EMS construction schedules.
You will be responsible for the technical administration of the design and construction contracts, provide technical direction, guidance and advice to the Procuring Contracting Officer or Administrative Contracting Officer.
You will manage the development and execution of Naval messages required for the delivery of each EPF and EMS.
You will identify cost reduction areas and directing schedule and cost trade-off studies.
You will anticipate major problems, assessing risk, recognizing future needs, developing policies, standards, procedures, and instructions to guide personnel carrying out prescribed EPF and EMS acquisitions.
You will be responsible for developing the Post-Delivery Test and Trials (PDT and T) scheduled for EPF and EMS ships.
You will coordinate extensively with managers of numerous government and contractor organizations to ensure reasonableness of proposed costs, consistency of approach to program planning, integration of numerous diverse support efforts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalency) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the development, acquisition, testing and fielding of a new construction shipbuilding program.
