The primary function of this position is to assist the Financial Manager in the administration and supervision of the day-to-day operation of the Accounting branch that supports Morale, Welfare & Recreation (MWR), Child and Youth (CYP), Family Readiness (FS), Wounded Warrior/Safe Harbor and Civilian Morale, Welfare & Recreation (CMWR) programs located within the CNRMA area of responsibility.

Duties

a. Non-Supervisory Duties: Maintains an integrated system of financial services which may include but is not limited to accounting, budgeting, and financial management. Oversees daily financial transactions and posting in SAP (or other CNIC centralized system) requiring financial services in the following accounting disciplines: accounts receivable, accounts payable, resale and fixed asset inventory control. This includes general journal entries, daily financial summaries, and reconciliation of appropriate subsidiary ledgers on a monthly basis. Reviews/approves documents to ensure they are authorized and in accordance with the regulations; as well as charged to the proper account/cost center. It is the incumbent's responsibility to ensure that all records are current and maintained. The incumbent works closely with internal review, the CNIC fiscal oversight team and other audit boards which periodically review the financial procedures, management and individual functional areas. The incumbent keeps Management informed, provides information on policies and procedures relating to accounting, ensures requested data and reports are provided to and returned for the auditors, explains various aspects of the operation, participates in discussions and takes appropriate action as directed by the Financial Manager to either adjust financial processes as recommend or agreed upon or to explain and justify the rational used. Oversees the processing of Unit Allocation Funds. Prepares, maintains and updates property records. Ensures description, serial and identification numbers, history and locations of items are accurate and reconciled with the physical inventory controls. Extends, verifies and summarizes inventories as required. Responsible for the maintenance, security and safety of supporting documentation/records. Ensures that accounts receivable and accounts payable transactions are accurate. Responsible for the maintenance, security and safety of supporting documentation/records. Analyze and reconcile balance sheet accounts and selected revenue/expense accounts. Reconcile on at least monthly. Develops and implements procedures, conducts special studies, prepares data for review or analysis and performs cost analysis of on-going programs substantiating necessity of expending funds on those programs. Provides oversight and accountability for Grants; as well as reimbursed transactions. Provides oversight and accountability for the Uniform Funding Management (UFM) process. Provides guidance on the processes and informs management of any potential problems. b. Supervisory Duties: The incumbent directly supervises 1 NF-03 Supervisory Accounting Technician, 1 Inventory Technician and up to 12 Accountants/Accounting Technicians. The incumbent exercises leadership over the Accounting department to include setting and adjusting short-term priorities and preparing schedules for completion of work. Monitors completion of tasks and workload. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Provides leadership and technical guidance to junior technicians. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Participates in the selection of employees for hire; assigns, directs and reviews work of subordinate employees. Conducts on the job training, develops standards of performance and evaluates performance. Requirements

  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Work is primarily sedentary, although frequent facility and installation visits may require some minor physical demands.
  • Some walking, bending and stooping is required. Incumbent may be required to carry some files and documents not weighing more than 25 pounds.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possess the following: A thorough understanding and knowledge of the procedures, policies, and techniques required in the Navy Non-Appropriated Fund (NAF) accounting system; as well as broad and direct knowledge of sound and generally accepted accounting principles. Knowledge of NAF inventory processes and property management. Must have the ability to independently and resourcefully reconcile financial problems and work out satisfactory solutions to complex problems. Must be able to analyze financial statements, understand the structure of accounting, perform adjusting entries and reconcile subsidiary ledgers. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. At least three years' experience that demonstrates knowledge and ability to apply principles, methods and techniques of financial management. A Bachelor's Degree in accounting or a related field preferred.
