The incumbent serves as a supervisory program analyst within the Business Operations/Quality Assurance division responsible for quality assurance, report review, document review, policy development, guidance, technical advice, performance management, and training associated with Quality Assurance (QA), Business Rules, and general report writing guidance.
Duties
Supervises and leads a staff of Program Analysts in Quality Assurance and Policy; provides guidance and training on project documentation and writing of QA reports and other documents.
Provides instructions to employees, assigns and reviews work, monitors progress, ensuring accomplishment of established objectives and suspenses; reports to higher management on project status.
Independently performs and supervises subordinate’s efforts concerning other assigned quality assurance projects, such as quality and special reviews, QA training development, or QA training delivery.
Ensures that the quality reviews comply with applicable OIG and Evaluations policies and procedures.
Prepares and submits draft and final products to senior leadership that comply with the CIGIE and IG Quality Standards (IGDINST 7600.1) requirements, OIG Evaluations Handbook, and other applicable OIG and EVAL procedures.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.

- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates leading, or supervising teams performing assessments, evaluations or similar reviews of Quality Assurance (QA) programs, functions and operations. Knowledge and ability to apply innovative approaches and advanced analytical and evaluative methods to a variety of complex quality assurance technical problems and diverse issues; and to make recommendations significantly changing, interpreting, or developing important management policies or programs. Performs research and analysis of quality assurance reviews and uses results of quality and special reviews to identify and produce changes to policy or the adaptation of new policies. Skilled in written and oral communication and in managing the production of deliverables to both internal and external DoD stakeholders.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
