Duties
As a Security Specialist (Special Security Representative), you will:
Provide strategic guidance and direction to leadership and supervisors regarding National Security Information (NSI) programs and policies for the agency's domestic facilities.
Assist Public Health Intelligence Office (PHIO) leadership in support of NSI program outreach and communication efforts, including production and dissemination of education/training materials, specialized briefings, Sensitive Compartmented Information (SCI) indoctrination/debrief support for national security clearances, and communication of changes or updates to existing policies or processes.
Review and clear a wide range of documents before they are reviewed by PHIO Director and Office of Safety, Security and Asset Management (OSSAM) Director.
Serve as the agency's Controlled Unclassified Information (CUI) Manager. Incumbent works independently in a broad area with very limited oversight to implement the agency's CUI program, interpreting and implementing existing, proposed and updated information issued by the Department of Health and Human Services (HHS), the U.S. National Archives and Records Administration (NARA), and other national level authorities that govern CUI operations, information and material.

Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: in national security information programs and policies, Sensitive Compartmented Information Facility (SCIF) accreditation, security incident management and remediation, and implementation of national security executive orders and directives at an agency/organizational level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
