For more information please see: AcqDemo This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Lead Management Analyst at the NH-0343-4 some of your typical work assignments may include: Serves as a Lead Management Analyst within the Workforce Planning and Automation (WPA) Team of the Human Resources Directorate (HR) for the Missile Defense Agency (MDA). Provides expert guidance and assistance to the Director for Human Resources and staff relative to the analysis and interpretation of Agency and/or HR data and management support by evaluating, and advising on the reliability of HR data sources. Serves as an advisor and technical consultant regarding human capital / manpower based initiatives and workforce development efforts, performance management analyses, and interface with Department human capital officers. Provides guidance and expert analysis in support of the Executive Director and other MDA senior leaders regarding senior executive performance management analyses. Lead development and automation efforts within the WPA Team and DOH in support of Enterprise level synergy across key stakeholder processes to provide confident near-real-time solutions to customers and stakeholders. Utilizes subject matter expertise to extract, compile, and analyze information from multiple Human Resource Information Systems and data sources in order to develop critical and meaningful Enterprise level solutions in a variety of formats, using an agile development methodology as well as elements of the SW Development Lifecycle model for presentation to and utilization by Senior Leaders, managers and analysts. Captures, integrates, organizes and analyzes data using a variety of statistical analysis software, data mining methods and Business Intelligence tools. Assesses HR and related systems to determine the type of data available and how it can be imported into other systems to reduce or eliminate manual reporting requirements. Skillfully applies predictive modeling and advanced statistical analysis techniques to translate structured and unstructured personnel data into automated, actionable business intelligence. Lean forward to begin to integrate new technologies and capabilities (AI/Machine Learning) as well as participate in requirements gathering efforts for system level solution updates and migrations.

Qualifications

You may qualify at the NH-04/GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with leading requirements development and tracking across multiple Human Resource Information Systems (HRIS) to meet the needs of multiple customer based solution needs and development efforts including: Data transformation, fusion, integration, verification and validation OR Experience encapsulating the full-stack development of requirements based integrated analytical solutions across multi-variate software and business intelligence tools and packages this includes all levels of data management (DEVOPS), agile development strategies, solutions (BI) integration and troubleshooting. High level familiarization with AI and Machine Learning techniques and applications AND Experience using a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in meeting established goals, measures, and objectives. AND Experience of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
