About the Position: Working under the general supervision of the Chief, Contract Administration Section, applying practical knowledge of engineering methods and techniques to perform a full range of construction contract administration duties in support of engineering, contract administration, and office and field engineering for the full spectrum of construction projects.
This is a Direct Hire solicitation using the DHA for Certain Personnel of the DoD Workforce
Duties
Process change orders from inception through execution of a formal contract modification.
Clarifies scope of work through discussions with project engineers and resolves technical issues.
Develops cost estimates for new construction or rehabilitation.
Analyze existing contract documents with respect to completion schedules and evaluates all revisions made thereafter to establish new contract provisions
Prepare or revise government estimates for contract modifications executed by the construction team.
Negotiates modifications through evaluation of contractor's proposal for reasonableness and acceptability.
Conduct periodic inspection of construction sites, construction materials, and perform labor interviews.
Processes monthly contract payment estimates for contracts including the most complex (e.g., unit price, cost reimbursement, multi-funded, design/build) contracts.

ENGINEERING TECHNICIAN (CIVIL) GS-07:
Specialized Experience: One year of specialized experience which includes assisting in the collection, assembly, and process of various project data and studies for constructing solicitation for various in house and A-E designs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

ENGINEERING TECHNICIAN (CIVIL) GS-08:
Specialized Experience: One year of specialized experience which includes performing a variety of value engineering technical duties to include performing a variety of contract administration duties to include preparing change requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

ENGINEERING TECHNICIAN (CIVIL) GS-09:
Specialized Experience: One year of specialized experience which includes preparing change requests and modifications and using AutoCAD to review and edit contract drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Two years of graduate level education or a master's degree in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
