You will serve as a Supervisory Engineering Technician in the Planning, Design and Construction Directorate of NAVFAC SOUTHWEST.
Duties
You will apply knowledge of construction practices, methods and management of a level and type gained through extensive training and experience.
You will write and speak, concisely and authoritatively, to report on progress and outcome of technical assignments and to present recommendations.
You will apply communication and conflict resolution skills to solve challenging, sometimes contentious issues without compromising the overall team effectiveness and contract execution.
You will monitor construction projects to a safe, successful and timely completion. Knowledge of corporate standard construction scheduling software packages used on assigned projects.
You will interpret project schedules to identify project challenges and proactively plan execution of duties as effectively as possible.
You will use IT tools and their functionality, including computer systems and related accessories, as they relate to Construction Quality Management (CQM), engineering practices and construction methods.
You will apply knowledge of safety and occupational health principles, practices, procedures, law, and regulations as they relate to engineering performance requirements.
You will apply knowledge of operations, products, services, needs, and goals of the program(s) and the organization served, and related customers, functions, resources, and users.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying extensive technical knowledge and practical experience as a supervisory construction engineering technician with thorough understanding of engineering concepts, principles and practices applicable to the full range of engineering disciplines and trades (civil, mechanical, electrical, and environmental) required for the design, layout, execution and supervision of construction operations; 2) Applying construction engineering knowledge to independently solve problems encountered during construction operations; 3) Comprehending and reviewing technical engineering specifications, drawings and statements of work covering complex and diverse engineering designs or changes for constructability and accuracy; 4) Utilizing knowledge of the adequacy, completeness and practical constructability of plans and specifications that involve multiple engineering disciplines; and 5) Adapting to frequent changes in design or other engineering requirements and assess how these changes will affect other parts of the project.
