About the Position: The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.
Duties
Plans, directs, and carries through to completion major manufacturing and test equipment design projects requiring the design of a wide variety of special tooling, and test equipment.
Schedules the work to provide effective utilization of lower grade designers assigned to the projects and to provide for efficient accomplishment of the projects to meet established completion dates.
Conducts and directs the preparation and maintenance of complete manufacturing equipment design packages, including tooling designs, machine modifications, operation drawings, and calibration procedures.
Prepares periodic progress reports for each assigned project showing percentage of completion, actual accomplishments, problem areas, and reasons for any significant deviations from planned progress.
Maintains liaison with engineers, technicians and personnel of other arsenal elements, other government agencies and private industry to keep abreast of latest engineering requirements.

(1) Analyze and evaluate existing manufacturing methods and equipment to improve present, and develop new, manufacturing equipment and/or processes.
(2) Assists in the preparation and maintenance of complete manufacturing equipment design packages, including tooling designs, machine modifications, installation requirements, operation drawings, and calibration procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-07).
GS-10: Specialized Experience: One year of specialized experience which includes:
(1) Analyze and evaluate existing manufacturing methods and equipment to improve present, and develop new, manufacturing equipment and/or processes.
(2) Assists in the preparation and maintenance of complete manufacturing equipment design packages, including tooling designs, machine modifications, operation drawings, and calibration procedures. (3) Coordinates the preparation and maintenance of complete manufacturing equipment design packages, including tooling designs, machine modifications, operation drawings, and calibration procedures.
(4) Develops operation drawing packages depicting the sequence of operations and/or process flow.

(4) Develops operation drawing packages depicting the sequence of operations and/or process flow.
(5) Utilization of various software packages such as CAD and industrial process flow simulations.
