About the Position: Serves as Congressional Affairs Contact Officer for the Army Deputy Chief of Staff (G-3/5/7) which has responsibility for controlling, analyzing, researching and formulating official responses to requests from Members of Congress and their staffs, and Congressional Committees.
Duties
Analyze written correspondence and telephonic requests to determine pertinent issues.
Analyze and facilitates timely and accurate responses to Army Secretariat and Staff agencies.
Prepare information for G-3/5/7 principals to testify as witnesses before Congressional Committees.
Analyze Army legislative proposals, ensuring review by action officers with coordination across the Army staff.
Direct and assign work to G-3/5/7 staff ensuring goals and objectives are accomplished in a timely manner.
Keep informed on matters of concern to the Army leadership via personal contact and conferences to discourage the possibility of misinformation.
Orient civilian and military staff members regarding the management of legislative issues.
Cite and discuss laws, regulations, and directives and their application to specific cases to assist in the formulation of official responses to Congress.
Maintain historic files for the office on congressional actions.
Coordinate the review of witness statements, advance hearing questions, questions and answers for the record, for Army principals testifying before Congress.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- One year trial period may be required.
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- Position may require temporary duty (TDY) business travel up to 15%.

Specialized Experience: One year of specialized experience which includes: assisting in planning or executing congressional engagements on major issues in advance of Senior Leader engagements with Members of Congress, their staff or Congressional Committees; managing the coordination and review of congressionally-mandated reports and official responses to congressional inquiries to ensure their completeness and timeliness; and maintaining business continuity and electronic records management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
