You will serve as the Vice Director Navy Staff (VDNS) for the Office of the Chief of Naval Operations (OPNAV), a career SES position reporting to the Director Navy Staff (DNS). The VDNS provides leadership and oversight of administrative matters for the Department of the Navy.

Duties

You will act for the Director Navy Staff in administrative matters and programs of a special and general nature as they affect or reflect the policies and concerns of the Navy. You will provide expert advice, guidance and liaison for Navy special interest matters concerning White House and Congressional sources on a wide range of subjects and programs, which cut across or go beyond the cognizance of individual Commands. You will oversee financial services in the areas of budget, manpower, time and attendance, and travel for the OPNAV staff and all serviced commands. You will oversee human resource services, including position management, classification, staffing, career development, labor/employee relations, and Equal Employment Opportunity (EEO). You will have regular and recurring conversations with OSD, Joint Staff, Congressional staff and high-level interagency personnel.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with Department of Defense (DoD) Directive 1403.03.
  • May be required to successfully complete a 1-year SES probationary period.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.) 1. Ability to lead a large multifunctional military driven organization, work across organizational lines and communicate effectively on controversial issues. 2. Experience in directing and managing large multifaceted programs such as, financial services, resource allocation, manpower, human resources and procurement. 3. Thorough knowledge in creating and managing policies for a large-scale organization comprised of both military and civilian employees.
