You will serve as the Executive Director and will report directly to the Department of the Navy (DON) Chief of Information (CHINFO), who reports directly to the Secretary of the Navy and the Chief of Naval Operations located in the Pentagon.

Duties

You will serve as the senior advisor to CHINFO and oversee all program areas of the public affairs global community. You will act for the CHINFO in the development of Navy communication strategy, policies, budget, talent and professional development and overall staff direction, including all special programs assigned to the organization. You will formulate and oversea DON-wide strategic plans, programmatic objectives, and standards and demonstrate exemplary performance in fostering an organizational climate that sustains excellence and results. You will advise CHINFO on the overall organizational welfare, including supervising and providing oversight of manpower, strategy, policy, financial management, media relations, visual information, outreach, and other command administrative areas. You will assess and lead globally assigned public affairs members to effectively and efficiently realize public affairs mission objectives at the strategic, operational and tactical levels. You will fulfill Navy Office of Information supervisory duties for ECH I headquarters senior civilians, and advise Echelon I, Echelon II, and Echelon III public affairs officers and government civilians globally. You will build learning teams, lead transparently, create and strengthen trusting relationships at all echelon public affairs staffs, and foster collaboration and innovation that exhibits a growth mindset.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.) Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated mastery of the principles, methods, practices, and techniques of communications that enable an office to function as the authority on all internal and external communication matters. 2. Demonstrated expertise managing the requirements of a global communication network in a technologically-driven world, ensuring maximum reach to the broadest possible audiences domestically and worldwide while adhering to evolving communication preferences and information security constraints. This includes leveraging cutting-edge technology and multifaceted media platforms and ensuring the regular modernization of the organization's programs and platforms. 3. Demonstrated experience managing the development, coordination, and execution of policies and processes that support a high-profile global communications operation. This includes directing and executing strategic manpower planning, financial management, and procurement management, in addition to managing physical, administrative, and information technology policies and programs. 4. Demonstrated senior-level experience in: (1) cultivating a high-performing and engaged workforce, (2) encouraging an environment that is open, diverse, and inclusive, and (3) empowering personnel to their full potential.
