This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for providing lead technical guidance, training, system analysis, testing, and implementation for functional and operational aspects of payroll financial and accounting portions of FPPS system.
Duties
Leads system analysis, testing, and implementation for functional and operation aspects of payroll financial and accounting portions of FPPS system.
Coordinates findings and recommendations with other functional and systems specialists to achieve maximum efficiency and effectiveness of the system.
Serves as a senior expert on special projects.
As senior expert, plans, organizes, conducts program analysis and tests the functionality of FPPS and interfaces with related systems operated by the IBC and its client organizations.
Provides lead technical support, guidance, and oversight to junior analysts and clients during and after system implementation.
Solves problems by providing alternatives and recommendations for enhancements and problem resolutions by developing comprehensive system change requests stating current and desired outcome or identifying the root cause of an incident.
Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Performing systems analysis using functional design techniques; Proposing, developing, and documenting functional requirements for testing and implementation in order to monitor, review, and evaluate system changes; Proposing alternatives and resolutions to new and/or current processes; Executing system queries from FPPS and other repositories such as data marts and data warehouses; Interpreting and applying complex laws, regulations and policies in order to identify system needs and deficiencies for recommendations and development of modifications to the system; Experience conducting analysis and/or testing of a personnel/payroll system, such as FPPS, to include factors, such as changing laws, regulations, client policies, and resource constraints; and developing comprehensive new system test plans and improving existing test plans.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
