This position will provide support for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. The incumbent will be the general Supervisor of the Veterans Transportation Service (VTS), Beneficial Travel Transportation Assistants. The incumbent will be responsible for the overall daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment.

Duties

Major duties include, but are not limited to the following: Independently plan, direct, and manage the Medical Center's Beneficial Travel program. Develop, adapt, and implement policies and plans to support the mission of the Beneficial Travel Program. Promote the enhancement and facilitation of access to transportation services, including the integration and coordination of services. Practice a high degree of critical judgment in designing and managing day-to-day operations of Beneficial Travel as to ensure unplanned, urgent and emergent patient care situations are handled appropriately by both staff and community resources. Analyze, develop, plan, and advise on Beneficial travel workload policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities. Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communication between agencies, and develop incentives to encourage agency participation as needed. Maintain knowledge of transportation requirements for the State of Georgia and the State of South Carolina which the program operates. Research transportation management innovations around the country and remain current of best practices and concepts. Manage program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers. Provide training for VTS staff on a variety of transportation management and patient related software such as Route Match, Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA) and the Beneficial Travel Self Service System (BTSSS). Develop educational programs such as rider training material, travel trainer program and community forums. Develop new ways to remove barriers for transportation to VA Medical Facilities. Maintain communication with appropriate local, state, and federal agencies, and private interests. Make presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies. Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Support the facility's Fleet Manager through direct management, maintenance, and record-keeping of vehicles operated by VTS in accordance with the Fleet Manager's Guide, state and federal law, and local policies. Provide direct supervision to a minimum of fifteen employees: 15 Transportation Assistant, GS-2102-06 and 15 Motor Vehicle Operators, WG-5703-06. Perform the administrative and personnel management functions relative to staff support. Establish guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system. Be familiar with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees. Identify, analyze and resolve time keeping and special pay issues that arise. Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: include coordinating, supervising, assessing, planning, and evaluating all of the transportation needs of a section. Plans schedules, assigns, and manages work for the section. You will be rated on the following Competencies for this position: ClericalCustomer Service (Clerical/Technical)Technical Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work is primarily sedentary, although slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts. Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. Work is accomplished predominately in administrative areas of the service with numerous visits to the administrative and clinical areas of the medical center.
