Primary responsibility is to provide program oversight, guidance, and instruction to employees of Columbia, SC VAMC (and surrounding clinics) who utilize Fleet vehicles and credit cards attached to them. Incumbent is responsible for directing and assisting all facility employees on the use of government vehicles both GSA leased and VA owned while providing oversight for safe operation and maintenance of those vehicles.
Duties
Major Duties include but are not limited to:
**CANDIDATE MUST HAVE EXPERIENCE MAINTAINING FLEET CREDIT CARDS AND FLEET VEHICLE OPERATIONS**
- Manages the Fleet Credit Card accounts, as designated fund control point clerk, initiates monthly 1358s expenditures for GSA vehicles and reconciles monthly costs to ensure obligations are within allotted ceiling and promptly processed for payment.
- Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
- Ability and knowledge to deal effectively with customer agencies and with state and local governments, transportation policy committees, Federal Executive Boards/ Associations and local planning commissions.
- Directing, assisting, and instructing all facility employees on the use of government vehicles both GSA leased and VA owned and the credit cards attached to each vehicle
- Plan and coordinate the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy.
- Enters into service agreements for maintenance, all fuels and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result.
- Plans, directs, and administers the complete maintenance program for a variety of standard and special purpose vehicles.

Work Schedule: M-F, 7am - 330pm
Flexible/Compressed Schedule: Allowed based upon Agency need and in coordination with Supervisor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
**CANDIDATE MUST HAVE EXPERIENCE MAINTAINING FLEET CREDIT CARDS AND FLEET VEHICLE OPERATIONS**
Knowledge of general ledger accounting such as: accounts receivable, accounts payable, and disbursing officer's accountability.
Directing, assisting, and instructing all facility employees on the use of government vehicles both GSA leased and VA owned.
Ensuring proper maintenance records are kept on all vehicles, including ordering new replacement equipment, and initiating vehicle procurement for new and replacement vehicles.
Plan and coordinate the vehicle rotation program by reviewing utilization patterns.
Enters into service agreements for maintenance and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result.
Maintaining service line Fleet Credit Card accounts by checking all bills for accuracy and misuse.
Ability to train and instruct employees on the do's and don't of using credit cards per federal and state regulations.

Physical Requirements & Work Environment: Physical Requirements & Work Environment: Work is mostly sedentary, however, it also involves walking, standing, bending, and carrying of items including books, supplies, parts, and driving motor vehicles. Travel in a facility vehicle is required to inspection of maintenance and repair work, accident investigation, etc.Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise, and machinery. Incumbent is required to travel for training on Fleet and Credit Card Policies and Procedures.
