This position provides a wide range of administrative support and coordination for Facilities Management Service (FMS) operations including support work related to the procurement of supplies and services, the maintenance of accounting and budgetary data, and the management of the Medical Center's fleet of Government-owned (GSA) and Government-least vehicles located in Columbia, SC.

Duties

This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration: Current permanent Facility (including satellites) employees. 2nd Area of Consideration: Current permanent VA employees (including VEOA Status). 3rd Area of Consideration: All other Status candidates. Major duties and responsibilities of this position include, but are not limited to, the following: Responsible for issued Government credit cards for procurement of gasoline and/or other emergent needs as authorized. Ensures all employees that are assigned a Government vehicle have been properly trained on the use of the vehicle and its credit card. Ensures all vehicles are operated on a pooled basis whenever possible to achieve the highest utilization level possible, scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Manages the Fleet Credit Card accounts, initiates monthly expenditures for GSA & Agency owned vehicles and reconciles monthly costs to ensure obligations are within allotted ceiling and promptly processed for payment. Collects vehicle cost and utilization data and prepares various summaries. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations. Designs and maintains spreadsheets and databases necessary to perform data creation, collection, tracking and management. Responsible for the coordination of the Government-Owned (GSA) and Government-leased vehicles. Supports the office of the Engineering Chief and other Engineering Supervisors with clerical support. Performs other related duties as assigned. Work Schedule: Full-Time, Monday - Friday 7:00am - 3:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing data, identifying trends, and making recommendations for improvement to program operations; Utilizing various accounting documents such as requisitions, invoices, estimates, purchase order obligations, billings, etc.; Reading and analyzing government contracts and government payments for services; Being a purchase card holder and using it for purchasing of materials, supplies, and services; Monitoring use, ensuring availability, and scheduling government issued vehicles. You will be rated on the following Competencies for this position: Education and Training Quality Assurance Vehicle Operation Technical Credibility Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. There may be some walking, standing, bending, and carrying light items such as paper and books.
