Duties

You will serve as an INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) in the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)), Office of Financial Operations (FMO). You will evaluate the missions, goals, plans, business processes and guidance to develop and maintain enterprise Information Technology (IT) solutions. You will apply functional expertise and analytical skills to ensure Financial Management and Accounting systems users have access to the capabilities and data essential to perform their roles and responsibilities. You will write, troubleshoot, debug, and maintain code and associated documentation and coordinate with the user to determine output media/formats or data requirements. You will assist in planning, installation, configuration, testing, implementation, and management of the systems environment in support of the organization’s IT architecture and business needs. You will prepare business cases for the application of IT solutions and define systems scopes and objectives to ensure integration of all systems components. You will oversee the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements. You will perform application design, documentation, development, modification, testing, implementation and support of new or existing application software. You will develop and maintain financial systems/applications using ColdFusion, HyperText Markup Language (HTML), Cascading Style Sheets (CSS), and JavaScript. You will design and implement database structures and queries in Oracle to support financial systems/applications. You will contribute to the development and maintenance of project plans and timelines. You will collaborate with cross-functional teams including designers, project managers, and other developers. You will learn and apply new technologies and best practices to improve financial systems development process.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) IT Level II. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyber IT/Cybersecurity Workforce position, work role of Cyber Policy and Strategy Planner, proficiency level Expert.
  • Incumbent of this position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: perform software reviews and analysis of developed applications and recommend or perform changes to improve efficiency and maintainability. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: design and implement of new information system to meet customer's needs. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Brief senior leaders on critical information technology (IT) programs analysis and planning issues. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Configure application software to meet security technical implementation guidelines. GS-14-In addition to my experience demonstrating the four competencies above: I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector such as: Planning and delivering IT mission-critical services for large organizations; and Providing technical direction and oversight for financial management and/or budget systems to include analysis, software development, design and writing code; and Applying analytical skills to evaluate current or emerging IT programs and systems to meet business requirements or implement improvements; and Developing new IT standards and analytical methods to support serviced customers. GS-13-In addition to my experience demonstrating the four competencies above: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector such as: Providing technical direction and oversight for financial management and/or budget systems to include analysis, software development, design and writing code; AND Performing the planning and delivery of customer support services (e.g., installation, configuration, troubleshooting, customer assistance, and/or training).
