This position is part of the Office of Management, Department of Energy (DOE). As a Supervisory Management and Program Analyst, you will be the Team Leader to the Space Design & Alternations Team of the Project Integration Logistics Division responsible for implementing policies, standards and procedures relating to the space and property program for DOE Headquarters, to include the acquisition, administration, alteration, assignment, and real property and/or leased space.
Duties
As a Supervisory Management and Program Analyst, you will:
Serve as principal advisor to the Director, PILO regarding space management.
Responsible for providing professional advice and counsel in connection with alterations and repair, and renovations to the physical facilities to accommodate increased or changing facility usage or mission, management of Architectural/Engineering (A/E) design activities.
Advise the Director on sensitive budget, strategy, personnel, and labor relations matters that require confidentiality, and meet with the Director, upper management and upper management staff concerning these same matters.
Prepare correspondence, technical reports, status reports, schedules, occupancy agreements and other documentation pertaining to Building Occupancy Business Line programs for distribution internally and to higher authorities.
Perform contract administration and Contract Officer Representative responsibilities relating to improvements and alterations of the facilities and the Department's term contract agreements.
Perform project officer and/or project manager responsibilities covering the assembly of data, establishing technical requirements, and coordinating disciplines to define the necessary scopes of work for alteration, repair and renovation projects associated with the needs and operating requirements for equipment, facilities, and buildings.

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
- First time supervisors will be required to serve a 1-year probationary period.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Critical-Sensitive/High Risk and requires a security clearance at the Q LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- This position is not included in a Bargaining Unit.
- Must obtain and maintain FAC-COR certification.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13. Specialized experience for this position is defined as meeting ALL of the following
Analyze, plan, and coordinate the space management programs on construction, alteration, repair, office services and improvement of leased facilities.
Manage contracts to ensure compliance with contract specifications and requirements.
Oversee the cost and schedule execution of the project planning, design, or construction in coordination with other functional elements.
