You will serve as an Instructional Systems Specialist in the Training and Development Division of NAVAL EDUCATION AND TRAINING COMMAND.

Duties

You will plan course instructions (e.g., design development, implementation and evaluation of curriculum) to provide technical advice for the proper execution of curriculum techniques and methods. You will use computer based systems and applications to support curriculum development, monitoring, and maintenance of instructional materials. You will analyze performance data to determine the effectiveness of instructional systems, courses, or instructional materials. Maintain and update master lesson files for courses and programs. You will determine the requirements for specific courses and their relative priority in view of time and resources available, projected schedules, and relationship to the objectives of the total training program. You will analyze learning problems to select teaching strategies using appropriate models.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plans, coordinates, and implements curricula content review and re-engineering modernized delivery projects in support of military training; 2) Validates and inputs project Plan of Action and Milestones (POA&M) data which details timelines by rating for review of Learning Objectives, Job Duty Task Analyses, billet requirement data, and curricula; 3)Evaluating technological developments to incorporate them into training delivery methods; and 4) Tracks introduction of restructured curricula and assesses modernized delivery project success. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. . I have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
