This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. Major Duties: As an Administrative Officer, you will provide comprehensive administrative services, including a variety of functions such as budgetary and financial management services; general administrative services; travel and human resources services. Your major duties include: Advising program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs. Interpreting policies, procedures and practices concerning all aspects of travel, local sponsored, domestic and/or foreign, and reimbursement for travel for all orders and vouchers within the employee's assigned area(s). Performing the full range of general administrative and advisory services and/or functions. Advising management and program officials on administrative policies and procedures. Reviewing requests for HR actions to ensure that all cases are properly supported and consistent with sound management principles and practices. Requirements

  • U. S. Citizenship is required.

Qualifications

QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-11: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-09 level include the following types of tasks performed on a regular and recurring basis: 1. Assisting in phases of the federal budget process (e.g., planning, development, formulation, preparation, execution and/or monitoring) for an organizational unit. AND 2. Performing general federal administrative duties and functions (i.e., time and attendance, property management, etc.). AND 3. Preparing and reviewing travel documents and advising on routine federal travel policies, procedures, and practices. OR EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR COMBINATION OF EDUCATION AND EXPREINCE: Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis: 1. Performing a wide range of budgetary duties involving the planning, development, formulation, preparation, execution and/or monitoring of organizational budgets in accordance with federal budgetary and purchase card regulations, guidelines, and processes. AND 2. Approving travel documents to ensure accuracy and compliance with federal travel policies, procedures, and practices. AND 3. Performing variety of actions related to federal staffing, recruitment, and performance management processes such as assisting the development of position descriptions, managing staffing levels, and coordinating annual performance reviews. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. TRAVEL MANAGEMENT- Assists travelers and travel planners in interpreting and applying travel regulations, policies, and procedures. ADMINISTRATION AND MANAGEMENT- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. HUMAN RESOURCES MANAGEMENT- Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules, and regulations.
