Duties
Formulates and recommends information area goals and objectives for the mission area.
Reviews, analyzes, and interprets directives concerning EC solutions managed and overseen by the team for DFAS based on 0MB, Congressional, and DoD requirements.
Identifies instances where policy and procedures are in conflict or do not apply to the situation. Develops and updates team related project plans, tactical plans, memoranda, supplements, and other directives for which the team is responsible.
Coordinates planning efforts with other EC personnel and with resources users in the functional areas.
Analyzes output data applicable to the team assigned and utilizes this data to assess and determine mission focus for tactical planning to increase utilization of EC solutions managed on the team.
Knowledge in eSolutions which include telecommunications, automated information systems, accounting and financial management systems that eliminate requirement to process and maintain hard-copy documents and manual transactions.
Develops, manages, executes, and advises on major system efforts within the myPay suite of applications.
Maintains liaison with Enterprise Solutions and Standards, Information Technology, Customer Operations, and other organizations internal and external to DFAS pertinent to ongoing systems management.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level or GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 Specialized Experience is defined as: Analyzing financial or accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.
GS-12 Specialized Experience is defined as: Demonstrating knowledge of automated financial and information system design and processing principles, techniques, policies and regulations related to Electronic Commerce (EC); identifying, documenting and recommending system and database requirements; and conducting studies and providing recommendations on incorporating EC solutions.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
To be considered for the GS-11: Applicants must have served 52 weeks as a GS-09 or higher grade in Federal Service.
To be considered for the GS-12: Applicants must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
