The Dayton, Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Transportation Assistant, Lead, with the Patient Business Service Business Office, Ambulatory Care and Processing section. The Lead, Transportation Assistant works as part of the AC&P section of the Business Office within Dayton VAMC, and will oversee the day-to-day activities of the Veteran Transportation Service, Beneficiary Travel Program office.
Duties
Duties include, but are not limited to:
determining and verifying Veteran eligibility for travel reimbursement according to rules, regulations, and standard operating procedures
processing and uploading to software portal or transmitted for payment
receiving telephone and written contacts from veterans and their representatives regarding questions or problems
answering inquiries regarding mileage, eligibility, and amount of reimbursement from other facilities, and staff.
implementing and maintaining internal controls to ensure fund control point balances reconciled
serving as alternate point of contact for inquiries about invoices and inquiries from customers when other tasks people are absent
providing training and calculations for partial reimbursement for approved and authorized meals and lodging before travel takes place
managing the patient funds program
reviewing pending items and ensuring that follow-up actions are taken on all invoices and other items pending for excessive periods of time
serving as timekeeper and control point clerk
determining the validity of beneficiary's condition for unauthorized claims, researching invoices, determining eligibility and preparing unauthorized claims reports
maintaining control of all folders and correspondence within purview; ensures clerical correctness, obtains required information and supporting documents
providing training and day to day oversight for authorizations for travel
receiving and reviewing billings from various parties for government payment
arranges special mode transport
coordinating and writing replies to customer service and Congressional inquiries
contributing and assisting in attaining Business Office goals
Communicating well with others, working as a steam member, and providing good customer service
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS7 position you must have served 52 weeks at the GS6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Scheduling patient appointments; entering travel authorizations; completing patient consults; entering data into computer; experience with Microsoft Office Applications (particularly Word and Excel); determining enrollment and eligibility; operating standard office equipment (for example, telephone, typewriter, fax, photocopier, calculator); Determining appropriate services for clients or customers; making or receiving telephone calls; processing incoming forms, records, or other documents; and recommending solutions to complex problems.

Physical Requirements: The work requires minimal physical effort and mainly office work, such as standing, walking, bending, sitting, talking on telephone and typing.
