The Dayton, Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Supervisory Transportation Assistant (STA). The STA serves as a full-time Supervisory Mobility Transportation for Patient Business Service (PBS) with direct accountability to the Supervisory Mobility Manager, Veterans Transportation Service (VTS) and Beneficiary Travel Departments, Ambulatory Care and Processing Section.
Duties
Duties include, but are not limited to:
supervising transportation coordinators, travel clerks, and drivers.
overseeing and managing overall planning, direction of VTS staff.
determining program effectiveness
leave approving, performance standards writing, annual performance appraisal writing, disciplining and rewarding employees
developing operating procedures and schedules; training, assigning, and coordinating work
establishing priorities, schedules, and deadlines for routine and special work assignments, and monitoring work performed
ensuring employees have completed mandatory training
giving advice, counsel, and instruction to individual employees on administrative matters
interviewing, recommending, and disciplining employees
identifying developmental and training needs
applying and implementing equal employment opportunities
initiating nondiscriminatory practices and affirmative action
ensuring maximum and efficient utilization of personnel, reductions in cost, elimination of waste and overlapping of services, improvement of operations, and development of goals
serving as primary point of contact for beneficiary travel program and VTS oversight.
monitoring expenditures and workload against budget plan, advising management on how to meet targets
developing budget estimates
preparing, reviewing, and presenting variety of reports related to status of funds, workload, and expenditures.
determining method of payment for claims submitted for consideration
investigates authorizations and orders
resolving vendor, payment, and reject issues.
overseeing and arranging all modes of transportation.
coordinating appellant hearings
processing appeals
preparing certifications of appeal
reviewing and certifying invoices, generating purchase requests, procurement packages
working with contractors and provide technical direction and guidance

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The work requires the knowledge of a various transportation regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs, and exercises considerable independent judgment recommendations and solutions to problems and proceeds independently in planning and carrying out regularly assigned budgetary duties with timeframes dictated by existing VA and OMB guidelines. Deadlines for completion of special projects will be provided by supervisor within the supervisory chain.

Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required such as periods of standing and walking. In addition, some lifting, and stretching is done when working with files, spreadsheets, supplies, etc.
