The Dayton Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Transportation Assistant. The Transportation Assistant provides administrative support associated with the Beneficiary Travel Program for the Dayton VA Medical Center. The position is located in the Ambulatory Care Section (AC&P) of Patient Business Service.

Duties

The Transportation Assistant must have extensive knowledge of VA Beneficiary Travel rules and regulations and how they pertain to Special Mode Transportation, Veteran Transportation Service, and Beneficiary Mileage Reimbursement. They must be proficient in office automation and be able to efficiently navigate through the VA programs associated with processing beneficiary travel requests. They must also be able to facilitate requests for ambulance, wheelchair, public bus transportation, public air transportation, along with all other duties as assigned. Duties include, but are not limited to: determining Veteran eligibility status for BT mileage reimbursement and requests for payment of special mode transportation (ambulance, air ambulance, wheelchair, etc.) processing BT mileage reimbursement requests, assigning the correct Fund Control Point (FCP) to each transaction; performing BT financial Co-pay tests to determine BT eligibility and notifies Veteran of outcome serving as a liaison between medical center personnel, Veterans and their representatives requesting transportation, arranging and coordinating ambulette, ambulance, and airline trips etc. at a cost most efficient to the Government completing of consults for special mode trips in Computer Patient Record System (CPRS) daily, assuring all vendors billing information, BT data, and control point obligation data is entered correctly in the pertinent computerized fiscal budget accounts creating and maintaining control point obligation accounts (1358s, 2237s, credit card) assuring all accounts are balanced and closed out at the end of every month; ensuring special mode trips are accurately assigned to the correct1358 obligations interpreting and applying all relevant laws, guidelines, VA regulations and medical center policies relative to the BT programs, and determine the correct program for which the Veteran has eligibility transportation appointment scheduling, collecting, compiling, and tracking data and statistical information in support of VTS and SMT programs; performing a basic analysis of the data and generates a variety of reports; aggregating incoming data from a variety of sources reviewing documents, reports, and/or application for omissions and inconsistencies, and ensures data entry is complete and accurate; entering pertinent information into an automated tracking system; maintaining automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.; interacting with various other transportation services such as EMS, Veteran organizations, or County Veteran Service Offices preparing daily manifests of scheduled transports for the VTS program and other vendors supporting the transportation department workload and operations forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc.; reviewing workload on a daily basis to validate accurate reporting of transports in the assigned automated system coordinating the day-to-day operation of transportation department flow, processes, and functions providing technical guidance necessary to achieve the optimum use of transportation resources providing advisory services to the department manager regarding the requirements and implications of the services provided; advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs replying to questions, complaints and explanations regarding eligibility for special modes of transportation, billing or delinquent obligations, and eligibility for beneficiary travel reimbursement; answering inquiries from social workers, and medical staff members regarding mileage, eligibility for travel, reimbursement and amount of reimbursement from other VA facilities; assisting internal customers with the completion of the BT consult and note in accordance with Medical Center Policy assisting and coordinating communication regarding pending special transportation arrangements with the Administrative Officer on Duty (AOD) assigned to the irregular tour of duty on a daily basis Work Schedule: 0800 to 1630, Monday through Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Employee will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome, and is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes.
