This position is located in the USDA, Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Program Management Staff in New Orleans, Louisiana. The primary mission is to establish, update and monitor project status and implementations, which will, at a minimum, encompass developing projects and strategic planning, policy and standards development, management and reporting responsibilities.

Duties

Identifies, directs, and controls all resources needed to ensure successful implementation of projects. Utilizes automated project management and communications tools and graphic software to provide consistent project and strategic planning and status reporting for the project(s). Tracks and reports key statistics and metrics to top management. Analyzes and assesses the impact of changes to requirements or customer requests. Plans and monitors project costs and identifies measures for corrective actions. Coordinates all status reporting on reimbursable and acts as coordinator for all issues affecting the project(s).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Specialized Experience:GS-13: One year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal Service or equivalent responsibility in the private sector/pay systems that has equipped the applicant with the particular competencies to successfully perform as a Program Analyst. Examples of such experience include: 1) Analyzing and applying administrative laws, policies, regulations and precedents related to goals, objectives, milestones and events required to implement projects; 2) Assisting management with utilizing resource determinates and cost benefit analysis techniques to evaluate operations and services; 3) Assisting with evaluating new or modified legislation for projected impacted agency programs and resources; and 4) Resolving problems and issues that directly affect the accomplishment of program goals and objectives. Specialized Experience:GS-14: One year of specialized experience equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the applicant with the particular competencies to successfully perform as a Program Analyst. Examples of such experience include: 1) Interpreting and analyzing administrative laws, policies, regulations and precedents related to goals, objectives, milestones and events required to implement projects; 2) Utilizing resource determinants and cost benefit analysis techniques to evaluate operations and services; 3) Evaluating new or modified legislation for projected impacted agency programs and resources; 4) Developing ways to identify and resolve problems and cope with issues that directly affect the accomplishment of program goals and objectives; and 5) Reporting statistics and metrics to top management and providing direction to enhance current systems and improve service level for multi-agency user base. You will receive credit for all qualifying experience, including volunteer experience.
