The purpose of this position is to perform lead administrative and office services support functions in Mental Health Service, with training, budget, purchasing, forms and publications and related services in support of the General Mental Health (GMH) Program Manager and staff.
Duties
Major duties include:
Operates in a lead capacity for all program-based/site-based Program Support Assistant positions that assist in GMH operations.
Instructs employees on tasks and job requirements, develops written instruction as necessary, and answers questions regarding VA policies, procedures and directives.
Oversees and/or performs clerical work in support of program analysis, the purpose of which are to evaluate and improve efficiency, effectiveness, and productivity of GMH Program, associated managers and staff
Provides administrative and program support, and staff assistance for General Mental Health (GMH) Program.
Performs staff support functions for GMH personnel relying heavily on his/her own initiative and abilities to work without direct supervision.
Initiates and/or coordinates various projects or suspense's.
Prepares agenda items for meetings and prepares accurate minutes for those meetings.
Performs office planning and evaluation of administrative programs or issues.
Assists the Project Manager in providing recruiting activity information, referral of job candidates, the selection process, and notification of applicants for interview.
Plans and coordinates a variety of general office support services in support of the work of the clinic, such as requisition, purchase, storage, and maintenance of stock levels, installation repair, maintenance and disposal of office equipment, preparation of UPS packages, completing media duplication requests, etc.
Develops methods for automating administrative data collection requirements and reports.
Primary timekeeper for GMH Program and a backup timekeeper for other services/programs within Mental Health} as needed.
Work Schedule: Monday - Friday, 8:00am - 4:30pm, Telework may be approved on an ad-hoc basis.

Physical Requirements: The work is primarily sedentary. The LPSA may sit comfortably to do the work. Some walking, standing, bending, carrying light items and occasional errand runs are required. Travel may be required to other NCHCS sites as needed. There are no unusual physical demands. The work and training are performed in an adequately lighted and climate-controlled office. The work may require occasional travel. The work requires observance of the safety precautions typical of office settings. Risks are minimal.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience providing administrative support in a health care setting; Must be familiar with Joint Commission requirements; experience performing eligibility, appointment scheduling, consults and clinic schedule maintenance; Skilled in the use of software applications to perform high level retrievals, queries, searches, and manipulations to create formal documents, reports, charts, graphs, graphical presentations, spreadsheets, databases, and forms in a wide variety of desired formats and styles to meet demand of assignments; Assembles information for use in reports, follow up on commitments made in meetings, and request referrals to appropriate staff members; Performs filing, utilization of naming conventions, receptionist duties, general clerical practices, office procedure using computers, office equipment such as copiers, scanners, faxes, and dictation equipment.; and Utilizes various references, handbooks, policy and instruction manuals, and mental health terminology.
There is no educational substitution for the GS-07 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
