The Program Support Assistant (PSA) position is to provide administrative, analytical and evaluative work and technical functions, tasks and special projects of increasing difficulty in support of management, GPD Coordinators and the Homeless Program. The incumbent will also assist with data collection, analysis of trends, and implementation of best practices.

The Program Support Assistant, has primary responsibility for the efficient operation of the VAMC GPD Program. Acts as office manager by establishing office procedures and practices consistent with the Program Manager priorities and to facilitate and support the efforts in directing the Program. Coordinates and schedules the activities of the Program Director, Program Manager and other managers. Also, The employee ensures that the practices and procedures used in the GPD Programs are consistent with established policies and practices. The incumbent would also recommend changes in office practices and policies for consideration by the Program Manager.
Other Major duties but not limited to:
Organizational and analytical skills to assist in the compliance and quality oversight of the VA Grant & Per Diem Program, by reviewing and evaluating GPD case management grants for compliance, coordinating annual inspections, maintaining databases of census sheets, case management reports, inspections, corrective action reports, grants and other relevant documentation.
Receives and screens numerous telephone calls and visitors from Veterans, public officials, community partners, high level VA management, contractors, patients or family members, professional organizations, Veteran members of congressional staff offices.
Monitors budgetary requirements for Homeless Programs. Requests purchase orders, reconciling fund control points and cost distribution report.
Assists in developing new policy statements; participates in administrative policy reviews to assure compliance with established requirements; makes recommendations for policy revision or adaptations as required.
The incumbent assists with recruitment and staffing, assisting the Program Analyst with all aspects of the recruitment process in order to maintain full program operations.
Assist with scheduling meetings, including arranging for space, notifying participants, preparing the agenda and minutes and following-up on all commitments to ensure that necessary arrangements have been made.
Reviews all incoming and outgoing correspondence for the office involving highly technical, complex, and confidential matters.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experiences include Knowledge of the Program Manager views sufficient to enable the employee to perform duties such as developing material for use in public speaking engagements.: Ability to write clearly, logically, and in sufficient detail to assist the Program Manager and staff in making informed decisions.; Knowledge of and ability to interpret VHA and Medical Center regulations, policies and procedures. Knowledge of Medical Center and VHA directives in order to advise the Program Manager and staff of reporting requirements, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort, such as walking, bending, standing, lifting, climbing of stairs, carrying of correspondences may be required.
