This position is located at the National Nuclear Security Administration (NNSA), the Department of Energy's Headquarters in Washington, DC, Office of Global Material Security (GMS) (NA-21). The incumbent serves as a Program Analyst and as a Contracting Officer's Representative for all three of the GMS offices.

As a Program Analyst, you will:

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: experience preparing procurement packages and ensuring they are accurate, complete and timely; monitoring and verifying contractor performance and compliance with terms, conditions and specifications of the contract; evaluating quality assurance methods and techniques proposed by the contractor; ensuring management is informed of contractor performance; experience supporting human resources and administrative processes; and working in a collaborative environment with a variety of stakeholders.
Examples of Specialized Experience:
1. Advises management on all issues related to acquisition, including support service contracts, project-related contracts, grants, inter-agency agreements, and other vehicles necessary to implement organization's mission.
2. Represents NNSA/DOE on a variety of intra- and interdepartmental committees/working groups related to assigned program as needed.
3. Advises management about the distribution of work among positions and organizations, the efficient utilization of positions and employees in programs and program support areas.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
