About the Position: This is a Planned Management Action announcement, an upgrade of an encumbered position.
Duties
Some duties are at the full performance level and closer than normal supervision is required at the lower grades. IF Needed
Correct personnel records, military correspondence, maintenance of files, and records disposition.
Perform final quality control check for data correctness and proper management of entitlement and benefits.
Advise the Chief, Military Personnel Division, Director of Human Resources and the Garrison command group regarding military administrative matters.
Review monthly promotion rosters.
Process personnel actions such as in/out processing.
Submit Personnel Action Requests (PAR) on behalf of a Soldiers.
Act as Subject Matter Expert on matters pertaining to administrative procedures or information on military personnel management.
Review incoming regulations and directives relating to administration and military programs, functions, and procedures.

Current Civilian Employees of the Organization
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For GS-05:
Specialized Experience: One year of specialized experience which includes: 1) Applying rules, laws and/or regulations used to perform human resources (HR) duties; AND 2) Maintaining HR records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Time in Grade Requirement: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
For GS-06:
Specialized Experience: One year of specialized experience which includes: 1) Applying rules, laws and/or regulations used to perform human resources (HR) duties; 2) Maintaining HR records; AND 3) Processing permanent change of station orders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
For GS-07:
Specialized Experience: One year of specialized experience which includes: 1) Applying rules, laws and/or regulations used to perform human resources (HR) duties; 2) Maintaining HR records; 3) Processing permanent change of station orders; AND 4) Performing benefits administration functions and benefits enrollment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
