This position is located with Bonneville Power Administration, in the Power Account Services (PSS) organization of Northwest Requirements Marketing (PS), Power Services (P).
A successful candidate in the Public Utilities Specialist (Analysis) position will serve as a senior PUS (analysis) and subject matter/functional expert, performing economic analyses and leading related actions supporting the long-term power sales agreements and associated policies.
Duties
As a Public Utility Specialist (Analysis), you will:
Serves as a senior PUS and subject matter/functional expert, performing economic analyses and leading related actions supporting the long-term power sales agreements and associated policies.
Serves as senior analyst to PSS manager, Account Executives, and, when requested, Vice President of Requirements Marketing, on complex issues with implications for customers and policy Manages development and delivery of the Rate Impact Model (RIM) and production of individual customer specific RIM models for use in the customer's wholesale power budgeting, particularly in conjunction with BPA's biennial rate cases.
Develops the Power Revenue Forecast, approximately $2 billion annually in revenues, using the Power Revenue Forecasting Application (PRFA).
Serves as a subject matter/functional expert and technical lead in the formulation of strategy, approaches, and operational requirements to support contract development, analysis, negotiation and implementation.
Develops, guides, coordinates, and leads analyses and initiatives related to contract negotiation, implementation, and analysis.
Serves as a mentor and resource for other PUS and account specialists and as a trainer within the organization.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.
Specialized experience for this position is defined as: 1) Performing economic analyses and supporting sales agreements and associated policies; 2) Providing customer service and negotiating support; and 3) Mentoring and guiding others in analyses and associated actions.
